Minimum Qualifications

You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 70.1 of the Civil Service Law.

For 70.1 transfer to an Unclaimed Funds Examiner 2, (SG-18), you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to a SG-16 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Provisional Qualifications

You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as an Unclaimed Property Applications Clerk 3 or Unclaimed Funds Examiner 1.

Provisional Notes

If the number of interested candidates who meet the promotional qualifications is more than three, the agency; at its discretion, may nominate one or more of the candidates for a provisional promotion under the provisions of Section 65 of the Civil Service Law.

Duties

Conduct Outreach Events and Activities

  • Assist the general public with searching the unclaimed funds database; aid in starting or completing a claim; answer a wide range of questions relating to unclaimed funds; advise claimants of required documentation; via correspondence, email, telephone and in-person.
  • Work with vendors and other parties to provide background information about unclaimed funds, schedule events and related accommodations.
  • Track status of scheduled and perspective events
  • Serve as an on-site team lead and liaison at various outreach events.
  • Research potential target groups for proactive outreach opportunities (Not-for-Profit groups, retirees, member associations)
  • Prepare correspondence for targeted mass mailing campaigns and track responses on various databases.

Process High Priority Claims & Executive Inquiries

  • Handle a wide variety of complex claims referred by executive management including difficult claims or claimants, high value, high priority, and sensitive claims.
  • Make determinations of claimant eligibility/entitlement or the validity of claims based on information collected by subordinates or gathered directly from the claimant and other relevant individuals.
  • Handle all questions directly with the claimant and/or their representatives; respond or escalate claims based on special circumstances.
  • If appropriate according to policy, refer claims to investigations or deny claims and explain reasons for denial.
  • Answer inquiries directed to the Comptroller, executive management, or legislative referrals via correspondence, email, telephone and in-person.
  • Work with the Intergovernmental Staff and assist with constituent issues.
  • Research individuals for big check presentations and communicate findings to the Assistant Director for vetting.

These activities require a high degree of professionalism, diplomacy, and expertise covering all facets of unclaimed funds.

Mentoring & Supervision

  • Hire and onboard (and oversee hiring and onboarding by subordinate supervisors of) new staff.
  • Evaluate staff performance (and oversee staff performance evaluation by subordinate staff), including timely feedback as well as counseling and discipline as necessary.
  • Identify the need for and coordinate the implementation of updated processing instructions/procedures and staff training as needed.
  • Review and approve staff time and attendance and telecommuting requests (and oversee review and approval of such requests by subordinate supervisors). 

Projects & Special Assignments

  • Participate in recommending and testing enhancements of the Unclaimed Funds Processing System (UFPS). In addition to individual input, communication with key subordinate staff insuring their inclusion in the process.
  • Handle special projects and priority assignments as required by OUF management.

Knowledge, Skills, and Abilities 

  • Demonstrated experience with abandoned property claims and the laws, regulations, policies and procedures that govern their processing.
  • Ability to manage multiple priorities, be flexible and adaptable while working effectively as part of a team and maintaining a strong customer service focus.
  • Strong verbal and written communication as well as advanced computer skills.
  • Familiar with available tools and techniques to evaluate staff performance, address poor performance and encourage/enhance proficient employees.

Telecommuting

The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
